			<content:encoded><![CDATA[<p>Over the past several years, the United States Government Printing Office (GPO) has been working on the <a href="http://fdsys.gpo.gov" target="_blank">Federal Digital System (FDsys)</a>, a new search tool for electronic federal government information.  FDsys is currently available in public beta and GPO is requesting feedback on it.  You can search the collection by keyword or citation, or you can browse the various collections.</p>

<p class="MsoNormal">These senators were accused of improperly aiding Charles H. Keating, Jr., chairman of the failed Lincoln Savings and Loan Association. This savings and loan was the target of an investigation by the Federal Home Loan Bank Board at the end of the 1980&#8217;s during the Savings and Loan scandal.</p>
<p class="MsoNormal">After a lengthy investigation and many hearings, the <a href="http://ethics.senate.gov/">Senate Ethics Committee</a> determined in 1991 that Cranston, DeConcini, and Riegle had substantially and improperly interfered with the FHLBB in its investigation of Lincoln Savings. Senators Glenn and McCain were cleared of having acted improperly but were criticized for having exercised &#8220;<a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2008/02/24/MNSGV758N.DTL">poor judgment.</a>&#8221; All five senators served out their elected terms.Glenn and McCain ran for re-election and won. McCain has since called this time period <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2008/02/24/MNSGV758N.DTL">&#8220;my asterisk.&#8221; </a></p>
<p class="MsoNormal">UC Berkeley has all the hearings from this scandal available electronically via the database <a href="http://web.lexis-nexis.com/congcomp/">LexisNexis Congressional</a>.<span>  </span>To find these hearings, search for Keating AND Lincoln and change the date drop-down for date to &#8220;Date is Between&#8221; then enter January 1, 1988 and December 31, 1991.  Click search.  In the results click on the link for &#8220;Hearings&#8211;Digital Collection&#8221; at the top of the page to access the list of full-text preliminary inquiry and the investigation hearings. UCB faculty, staff and students have access to this database from off-campus via the <a href="http://www.lib.berkeley.edu/Help/proxy.html">proxy server</a> or the <a href="http://www.lib.berkeley.edu/Help/vpn.html">VPN</a>.<span>  </span>Anyone else may visit the Library to access these documents electronically or you may visit a <a href="http://catalog.gpo.gov/fdlpdir/FDLPdir.jsp">Federal Depository Library</a> near you to access the information.</p>

<p>The President intends to nominate Robert Charles Tapella, of Virginia, to be the Public Printer. Mr. Tapella currently serves as Chief of Staff of the United States Government Printing Office. Prior to this, he served as Deputy Chief of Staff at the United States Government Printing Office. Earlier in his career, he ran Kelly Communications. Mr. Tapella received his bachelor&#8217;s degree from California Polytechnic State University.</p>

<p>Turri will continue to serve as Acting Public Printer until the confirmation process of Mr. Tapella is complete. Turri, the Deputy Public Printer and Chief Operating Officer of GPO, has been serving in this role since Bruce James retired in January of this year.</p>

<p>About the Public Printer
</p>
<p>The Public Printer serves as the Chief Executive Officer of the venerable United States Government Printing Office (GPO). The GPO&#8217;s core mission is Keeping America Informed. The agency provides expert printing, publishing, and digital media services to the three branches of the government. It is a near billion dollar government agency of 2,200 employees which operates like a business - while a portion of its funding comes from direct Congressional appropriation - GPO produces significant revenue by providing products and services to other Federal agencies and the American public.</p>
<p>GPO produces the Official Journals of Government including two daily and one weekly &#8220;newspapers&#8221; recording the words and actions of our government: The Congressional Record, the Federal Register and the Patent and Trademark Official Gazette. GPO provides security and intelligent documents to federal agencies and American citizens, including the United States Passport. This year the passport has gone electronic with the inclusion of a contact less silicon chip capable of storing biometric data to enhance border security. GPO is perhaps the largest print buyer in America, ordering on behalf of federal agencies up to 1,000 printing jobs a day from private sector vendors throughout all fifty states. GPO has a creative services department that assisted in the design of the new passport with intricate security features and is also able to creatively implement the same advanced technological and animation tools utilized by major production studios.</p>
<p>Lastly, through a partnership with over 1,250 libraries across this country, GPO provides permanent public access to the documents of our democracy. Because printing is no longer the primary means of communication between the government and the public, GPO is developing a digital content system, code named &#8220;FDSys&#8221; to support printing, publishing and permanent public access to authenticated electronic documents that will ensure that digital information created today by our government will be available in perpetuity.</p>

<p class="MsoNormal"><st1></st1><st1>WASHINGTON</st1>-The first U.S. Census was taken by <st1></st1><st1>U.S.</st1> marshals on horseback<o></o> that counted 3.9 million people in 1790.  Nearly 220 years later, the U.S. Government Printing Office (GPO) and RR Donnelley have formed a unique partnership to use the latest 21st century technologies to produce and coordinate the mailing of questionnaires for the 2010 Census. GPO expects questionnaire packages will be printed and delivered to more than 120 million American households.  The $49.7 million dollar contract between GPO and RR Donnelley will be for three years.  <o></o></p>
<p class="MsoNormal">&#8220;This is a best value procurement for GPO&#8217;s client, The U.S. Census Bureau.  This partnership has streamlined the process to include technical and consultative services, printing for the dress rehearsal of the Census in 2008, in addition to the printing and dissemination of the 2010 Census&#8221; said Acting Public Printer William H. Turri. &#8220;This type of partnership emphasizes cost savings through the issuance of an incentive-type contract and, the vendor&#8217;s capability to provide physical and data sensitive security for the documents.  This combination of goods and services creates efficiencies in both effort and financial resources.&#8221;<o></o></p>
<p class="MsoNormal">&#8220;We are delighted RR Donnelley and GPO will be working together to support the collection of census information,&#8221; said John Paloian, RR Donnelley&#8217;s Chief Operating Office.  &#8220;This program draws on our ability to use our information technology, print production and imaging, logistics, and supply chain management capabilities to craft integrated solutions.&#8221;<o></o></p>
